MAJOR ROAD MAINTENANCE PROJECT IN VIET NAM

Carl Bro Group and their Australian sub-consultant SMEC has started up major road maintenance project in Viet Nam. The project is part of a major national programme: “Third Road Improvement Project”
The purpose of the project is to improve the Vietnamese Road Administration’s (VRA) possibilities of handling the superior road network by means of a modern and IT based planning Road Information Management System (RIMS) – actually an extension of the RoSy system, which was implemented in 1999.
Services provided by Carl Bro Group The project covers analysis and design of a unified database, system programming of a bridge management system, implementation of extended RoSy systems with interface to the HDM4 program, implementation of planning procedures and operation instructions, supply of road and bridge data collection equipment, data collection for verification of existing data and establishment of new centrelines, training and institutional capacity building. A number of RIMS were developed and implemented:
• Periodic and routine maintenance module • HDM4 Front End Module • Export to HDM4 module for strategy analysis • Generating of HDM4 strategic matrix module • Mapping module: Various themes based on centre line information • Bridge management system: Module for inspection of bridges • Various interfaces to secure data flow system for road and bridge data • Protocol for data input from special road surveys • Central unified database (sub-system for future VRA database)
RoSy programmers have made some adaptations to the RoSy version supplied to Vietnam so that data can be exported from RoSy to HDM4. All calculations are made in RoSy PLAN. RoSy PLAN has in the Viet Nam version been adapted to be able to handle calculations similarly to HDM4.
Another important part was adjustment and calibration of the RoSy systems to the Vietnamese conditions so that the output from the programs is realistic.
Education of local consultants A major part of the challenge is to educate local consultants to manage the tasks in future. The project is scheduled for 12 months. A large part of the programming work and the training of local agencies will be made by local consultants.
Carl Bro Group has rented a house near the Carl Bro office in Hanoi. Carl Bro Hanoi has been very helpful in the start-up phase. In periods up to 24 Carl Bro employees will be working on the project and from Denmark the project is supported by Pavement Consultants, Kolding and the export department TEX in Glostrup, the Carl Bro head office and in addition to this SMEC contributes with three consultants.
